To fundamentally address the environmental problems caused by the plastic industry, the Chinese government has established a comprehensive and strict policy and regulatory system. The National Development and Reform Commission, in collaboration with relevant departments, issued the "Opinions on Further Strengthening Plastic Pollution Management", which set out a timetable and roadmap for prohibiting, restricting the production, sale, and use of certain plastic products. At the same time, it jointly established a special working mechanism for plastic pollution management with the Ministry of Ecology and Environment and 20 other departments. It incorporated marine plastic waste management into the annual work priorities and the effectiveness assessment of the pollution prevention and control battle. This provides clear guidance for the sustainable development of the plastic industry.

At the source of production and use of plastic products, the government is actively promoting reduction actions. On the one hand, it encourages enterprises to implement green design for plastic products, optimize product structure, and enhance the recyclability of plastic products. On the other hand, it strictly limits the use of disposable plastic products. At the same time, it scientifically and steadily promotes alternative plastic products, improves relevant product quality and food safety standards, increases efforts in key core technology research on degradable plastics, promotes the orderly development of the biodegradable plastic industry, guides the rational layout of the industry, prevents blind expansion of production capacity, and gradually reduces the market share of traditional plastics.

A complete recycling system is a crucial link for the sustainable development of the plastic industry. The Ministry of Housing and Urban-Rural Development promotes the integration of urban recycled resource collection points and household waste sorting collection points, and reasonably arranges household waste sorting collection facilities and equipment in large communities, office buildings, etc., to improve the efficiency of plastic waste collection and transportation. The Ministry of Agriculture and Rural Affairs is committed to improving the rural waste sorting collection, transportation and disposal system, deeply implementing the action for agricultural film recycling, conducting the action for pesticide packaging material recycling, and supporting relevant responsible entities to carry out the recycling and utilization of used agricultural and fishery materials. In addition, it encourages e-commerce platforms, courier enterprises cooperate environmental sanitation units, recycling enterprises, etc. with each other, increase the standardized recycling efforts for plastic waste such as courier packaging and takeout boxes, and promote the transformation of plastic waste from a "pollution source" to a "resource bank".

Technological innovation is the core driving force for the sustainable development of the plastic industry. The Ministry of Industry and Information Technology regularly updates and releases the "Directory of Advanced and Applicable Process Technologies and Equipment for Comprehensive Utilization of Industrial Resources", accelerating the promotion of advanced and applicable process technologies and equipment in the field of waste plastic utilization, and improving the efficiency and quality of plastic waste recycling and utilization. At the same time, it increases support for the research and development of environmentally friendly materials such as degradable plastics, encouraging enterprises to enhance product quality and performance, reduce application costs, and enhance the competitiveness of China's plastic industry in the global green development trend.

To ensure the effective implementation of various policy measures, the government has strengthened its supervision and management efforts. The State Administration for Market Regulation has intensified law enforcement and supervision over excessive packaging of goods, accelerated the implementation of the green product certification system for courier packaging, and regulated market order. The Ministry of Ecology and Environment has strengthened environmental supervision over enterprises engaged in the recycling and utilization of plastic waste, intensified the rectification of small, scattered and unregulated enterprises, and the suppression of illegal and irregular behaviors to prevent secondary pollution, ensuring that the plastic industry strictly adheres to the ecological and environmental protection bottom line during its development. Through strict supervision and management, it prompts enterprises to voluntarily abide by relevant regulations and policies and actively implement the concept of sustainable development.

The extensive participation of the public is an important force driving the sustainable development of the plastic industry. The National Development and Reform Commission has carried out a series of publicity activities through platforms such as National Ecological Day and Energy Conservation Publicity Week to enhance the public's awareness and participation in plastic pollution control. The Ministry of Ecology and Environment, in conjunction with relevant departments and localities, organized coastal areas to conduct public beach cleaning activities on important dates such as the "Sixth Five-Year" Environmental Day and World Ocean Day, guiding the public to actively participate in marine waste management. The Ministry of Commerce guided relevant associations to increase the publicity of national plastic prohibition and limitation regulations, guiding the public to practice green and low-carbon lifestyles, reduce the consumption of disposable plastic products, and voluntarily fulfill the obligation of sorting and disposing of household waste, creating a favorable atmosphere where the entire society actively participates in promoting the sustainable development of the plastic industry.
